Court filings follow judicial-record rules, so obtain docket orders from the Clerk of Courts rather than assuming every court document follows the county agency request path.
Request McKean Jail Release Records
A useful request asks for existing fields, not an explanation that the agency must create. Identify the person, date range, and booking number if known. Request the booking or commitment portion and the matching release transaction. The record may show the full recorded name and identifying number, admission date and time, release date and time, release authority, release type, charges tied to that stay, and the receiving agency or destination for a transfer. Exact available and disclosable fields remain the custodian's decision.
Use a narrow description such as the existing booking and release transaction for the named person and approximate admission date, including the recorded release time, type, authority, and destination. Identify the booking photograph as a separate record if needed. The sheriff form lets a requester choose inspection, copies, or certified copies. Pennsylvania's Right-to-Know Law generally requires an agency response within five business days, though a valid statutory extension may apply. Fees depend on the current Office of Open Records fee schedule; the county does not publish a special release-record fee.

Investigative, security, personal, medical, juvenile, victim, sealed, or court-restricted material may be withheld or redacted. The agency should state a legal ground for denial and release nonexempt parts when possible. A public search gap does not prove that a record never existed.
A court order and jail transaction should be read together. A docket entry for reduced bail may establish eligibility to leave, but posting and clearance of other holds can still delay physical release. A closed case likewise says nothing certain about present location. When authenticity matters, request the actual court order from the judicial custodian and ask for a certified copy under the court's own schedule. Then compare its date and terms with the jail's release time and destination rather than treating either record as complete on its own.

McKean Jail Release to ICE
A McKean County Jail release entry may document an ICE pickup rather than a return home. ICE describes a detainer as a request for advance notice and up to 48 hours of added detention beyond the point a person otherwise would be released, allowing ICE to assume custody. The county release transaction marks the end of the jail's custody. Immigration custody begins as a separate event.
When the McKean record names ICE, use the ICE Online Detainee Locator System. It accepts a nine-digit A-number plus country of birth, or exact biographical details and country of birth. ICE says the tool may cover people released from ICE custody within the prior 60 days, subject to exclusions and processing delays. A negative result is therefore not proof of release. Exact spelling, leading zeroes in an A-number, and the short lookup window all matter.
Note: County release to ICE is a custodial transfer; any later release from ICE is a separate federal event.
McKean County and FCI Releases
McKean County Jail and FCI McKean share a county name but not a records system. The jail is a county correctional institution. Its release proof comes from the jail transaction, PA SAVIN, the county court docket, Adult Probation, and county records officials. FCI McKean is a federal prison complex operated by BOP. Do not send a county jail question to BOP merely because both places are in McKean County. Likewise, do not ask the county jail to interpret a federal inmate's BOP status.
