McKean County VINE Release Coverage
Pennsylvania calls its service the Pennsylvania Statewide Automated Victim Information and Notification system, or PA SAVIN. It is delivered through VINELink. The official PA SAVIN instructions state that the service covers county jails, Pennsylvania state prisons, and state parole. McKean County Jail falls within that county-jail layer. The service is free, runs around the clock, and does not tell the person in custody who registered.
PA SAVIN has two focused purposes. It lets someone look for one named person in a participating Pennsylvania custody system, and it lets a registrant request notice of later agency-reported changes. It is not a list of everyone released from McKean County in the last day or three days. McKean County does not publish an official rolling release list, so PA SAVIN is useful for a known person, not for browsing all recent releases.
Coverage also follows custody type. A person held in McKean County Jail can be reported through the county-jail feed. Someone serving a Pennsylvania state sentence can be reported through the state-prison layer, with later state-parole notice where applicable. A person at FCI McKean belongs to the federal Bureau of Prisons system even though the institution is inside the county. The shared McKean name does not bring that federal record into PA SAVIN.

Search McKean County Release Status
Start at the official Pennsylvania VINELink search. The form is designed for a specific person. A broad browse can produce same-name matches, especially when only a common surname is used. Compare the first and last name, any available identifying detail, and the reporting agency or facility before relying on a result.
- Open VINELink and select Pennsylvania.
- Choose “I'm searching for An Offender located in Pennsylvania whose Name is.”
- Enter the person's first and last name, then run the search.
- Compare each result's identity and reporting location with the known McKean County case.
- Open the correct record and read the agency-supplied custody status or status change.
Try fewer fields or spelling variants if no result appears. Absence is not proof of release. A record may lag, use a different spelling, belong to another jurisdiction, or no longer be in the current system. If McKean County Jail was the last known custodian, call the jail and ask whether the person left county custody and whether another agency received the person.

Read McKean VINE Release Results
VINELink displays what the reporting agency supplies. That can include identity, reporting agency or location, current custody status, and a status-change message. The service should not be expected to show a photo, charges, release reason, exact physical departure time, or permanent history on every record. A jail's own release transaction remains the better record for the exact time, legal authority, release type, and destination.

A transfer is not the same as return to the community. It only establishes that one reporting facility stopped holding the person. If the result points to Pennsylvania DOC, use the state locator. If it names another county, contact that facility. A federal transfer requires a separate federal search because VINELink does not cover BOP custody.
The timing must be read with the same care. VINELink is fed by participating agencies and can reflect processing delay. A notice time is not necessarily the time the person crossed the release door. Likewise, a result that no longer appears may reflect a spelling issue, a system update, full discharge from a current-data system, or movement beyond that system's coverage. Record the status shown, the reporting agency, and the time it was checked. Then seek the underlying release or transfer entry when the distinction matters.
Note: A transfer notice ends one agency's custody but does not, by itself, prove that the person returned to the community.
Register McKean County Release Alerts
Registration begins on the correct person's result. Select Get Notified, then Add. Choose the available delivery method and enter the phone number or email address requested by the service. Pennsylvania's description also supports text and app alerts. Keep the contact details current, since an old number can prevent the notice from reaching its intended recipient.

- Select Next: PIN and create a four-digit PIN.
- Select Complete Registration and retain the PIN.
- For a phone alert, enter the PIN followed by # to acknowledge the message.
An unanswered phone alert may lead to a message and repeat calls for 24 to 48 hours, or until the correct PIN is entered. A direct personal number works better than a switchboard. The PIN both acknowledges the call and stops repeats. It should be kept where the registrant can reach it when a notice arrives.

Note: A release alert may arrive after processing, so do not use its delivery time as the jail's official release timestamp.
OVA Adds State Release Notices
PA SAVIN is not Pennsylvania's only notification layer. The Pennsylvania Office of Victim Advocate can provide eligible victims with added post-sentence notices, including information tied to parole eligibility and release programs. A state-prison case may justify registration with both systems. SAVIN focuses on automated custody events, while OVA covers eligible notice needs that extend beyond those events.
This distinction matters in McKean County. A person sentenced to a Pennsylvania state institution may later appear in the PA DOC supervised-person locator with an actual Release Date. OVA notice can add context before or around that transition. A person serving a county sentence, however, follows the McKean County jail and local court path. Neither OVA nor state parole supervision should be treated as the county jail's own release record.

A registry record may include a photo, activation date, or last-update date. None should be relabeled as the McKean County booking photo or jail release date. Confirm McKean County Release Evidence
McKean County includes two facilities that are often confused. McKean County Jail is a county institution. FCI McKean is a federal BOP complex. VINELink can cover the county jail and Pennsylvania state systems, but it does not report BOP custody. For a federal case, use the BOP Inmate Locator and read Release Date with Location. A past date and no facility or a RELEASED location marks departure from BOP custody, not necessarily the end of supervision or all other custody.
For a county case, a sound check uses VINELink, the McKean County Jail, and the UJS court docket together. The docket may show bail, a release order, sentence, or other legal authority. Yet an order alone does not prove that the person cleared another hold and left. The jail transaction supplies the physical county release or transfer event.
